Anticorruption Webinars

Context

 


The UNDP Virtual School for Latin America and the Caribbean is an e-learning initiative that translates and transfers knowledge on democratic governance, human development and crisis prevention and early recovery, into practical training programmes and other online resources such as self paced courses, forums and webinars amongst others. The Virtual School is aware of the detrimental effect corruption has perpetuating poverty and stagnating human growth. In the quest of the VS to introduce youth to the impacts of corruption and effective Anti Corruption strategies three webinars have been designed on the topics of Anticorruption and human development.

Methodology

The webinars will take place virtually from the 12th-14th of December 2012 in a time span of two hours each day. At the same time, there will be a complementary virtual space/classroom open for students with tools to prepare them for the webinars and to also go in depth on topics of interest sparked by webinars.

The Global Programme Youth ages 18- 35 who have a concern for the development of their societies or who wish to learn effective anticorruption strategies in their regions.

Presenters


Constantine Miltchev Palicarsky

For the past 15 years Mr. Palicarsky was engaged in anti-corruption and good governance reforms on highest Government levels and as consultant. Until 2005 Mr. Palicarsky was a part of the Bulgarian Civil Service, serving as Head of the Bulgarian SAPARD Agency, Secretary of the Anti-corruption Commission,Advisor to Deputy Prime Minister responsible for PAR; advisor to two Ministers of Public Administration and advisor in the office of the Prime Minister.

Since 2006 Mr. Palicarsky works as international consultant in the areas of capacity building, strategic policy advice; strengthening public sector accountability and transparency; development and implementation of good governance/anti-corruption legislation and policies; strengthening public sector ethics. Mr. Palicarsky led the process of developing the PAR and anti-corruption reforms in Bulgaria in the period 2002-2003; led or participated in developing and evaluating PAR or anti-corruption strategies in Bulgaria, Romania, Serbia, Jordan, Croatia, Bosnia and Herzegovina. He has extensive experience in capacity assessment and capacity building of anti-corruption agencies, including Moldova, Tajikistan, Kosovo, Bosnia and Herzegovina. Mr. Palicarsky has excellent command of English, Russian and Croatian (Serbian, Bosnian).

Johanna Joerges

Johanna holds a degree in political sciences. She has worked with German development cooperation (GIZ) for five years on the topic of anticorruption, integrity and good governance in Ghana, Germany and Bangladesh. Her assignment included the management of an anticorruption project with the Ministry of Law, Justice and Parliamentarian Affairs in Bangladesh on behalf of the German Ministry for Economic Cooperation and Development. Since October 2011, she works as consultant and trainer for anticorruption planning workshops and trainings on corruption prevention and integrity management systems. She lives in Frankfurt, Germany.

David Riveros García

David is a Paraguayan student of International Affairs, Economics, and World History at Morningside College in the United States. In high school, David wasan active and passionate advocate for transparency and reform in the education system of Paraguay. For his anti-corruption leadership, Partners of the Americas and the US Department of State named David a Youth Ambassador of the Americas. As a British Council Global Changemaker, he has presented at events like the World Economic Forum and other important international summits. He has led projects nationally and internationally, including a hemispherical summit and the founding of a hemispherical network of US Department of State alumni.
David is the co-founder and Executive Director of Youth Change Reaction, a Paraguayan youth-led organisation that uses civic education to promote transparency and social accountability in schools and universities. He is also one of the founding members of the Global Youth Anti-Corruption (GYAC) network.

Manolete V. Gonzalez

Manolete holds a PhD, is an adjunct professor of management with Oregon State University; he teaches courses in strategic planning, international business, and organizational behavior. He served as adviser to the Institute of Governance Studies, BRAC University (Dhaka, Bangladesh) in the areas of improving the capacity of the Institute and the launch of a network of NGOs in South Asia to scale-up demand side participation in the delivery of public services. He managed a reform project designed to transform the revenue collection agency in the Philippines into a corruption-free and efficient organization. He has held senior management positions in private organizations. He earned his PhD in strategic planning from the University of Southern California (Los Angeles, California, USA), a Masters in Management degree from Northwestern University (Evanston, Illinois, USA), and a Bachelor of Science degree in Management Engineering from the Ateneo de Manila University (Quezon City, Philippines).
